Battery Drain Issue

Hello, I have a 2007 SGT with the stock Shaker 500 radio system. I noticed that my NOCO 1 battery tender was not keeping the battery in the usual charge state. I did a parasitic draw test,(I think :) ) My results were 0.15 amps at all times except when the # 56 under hood 20 amp fuse is inserted, Rado SDARS. The draw then increases to 2.5 - 3.0 amps. When I do this test I can also hear what I think is the CD changer activating in the vehicle. Am I correct to assume that I have the infamous Ford radio head issue ? If so, how can I correct it ? Of interest I have used the CD player a few times in the last month or so which I had never done before. Thanks very much !
